Job Title: Research Scientist
Position Title: FoCUS Project Director

This role offers an opportunity to help shape the future of biomedical innovation thereby ensuring the right medicines are reaching the right patients quickly and sustainably for all parties. Drawing on a background in translational medicine, the Project Director will oversee the FoCUS project, direct and lead the TAG teams for gene therapies, durable oncology treatments, and antibiotics; develop and manage the supporting research arm, set ongoing project strategy and deliverables, solicit project funding, sponsors and members, serve as a disseminator of FoCUS outputs.

Position Overview:

The FoCUS Project Director will utilize experience and training in specified disease areas, health economics and financing to achieve project goals.  The FoCUS Project Director will report to the NEWDIGS Executive Director and will supervise the work of the Health Economics and Financing Research Lead and Project Coordinator.

Principal Duties and Responsibilities (Essential Functions**):

The candidate for this position will perform the following essential functions:

  • Creation and execution of Project Strategy to fulfill FoCUS objectives and goals
  • Identify and solicit potential sponsors, secure necessary funding for the project to reach its annual goals; ensure ongoing representation and participation of all stakeholder groups
  • Keep abreast of current market developments; propose disease areas that would fit the criteria for additional TAGs as appropriate with a marketing strategy and funding plan.
  • Take the lead in the planning and execution of the regular case-based design labs; working with the Director of Operations and Design Lab Facilitator on workshop details
  • Direct oversight of each TAG Team including
  • Leading all Target Area Groups- inclusive of agenda setting, materials resourcing, stakeholder engagement strategies, coordinating with the research team on the creation of financing and reimbursement modeling and simulation designs that will fulfill the TAG objectives
  • Stimulate discussions and negotiate with potential implementation partners for real world pilot testing. Once partners are identified, engage in the planning on a meaningful level, securing support and providing assistance as appropriate. After pilot launch, ensure continued FoCUS involvement in tracking and reporting on progress and outcomes.
  • Develop impact metrics and set up tracking system for the project as a whole and for each TAG
  • Provide regular and timely updates to the NEWDIGS leadership team on the project progress
  • Management of the Research Lead inclusive of ensuring the timely delivery of appropriate modeling and simulation plans and results which fulfill TAG objectives and design needs
  • Prepare and deliver project reports through oral presentations to small, medium and large audiences on an ad hoc basis, at major national and international industry conferences, to both technical and nontechnical audiences, and at NEWDIGS Design Labs as necessary
  • Work closely with key external stakeholders such as US and foreign government officials, academic collaborators, and staff at domestic and foreign industrial organizations to achieve FoCUS goals
  • Collaborate with MIT NEWDIGS team on budget, HR issues as necessary
  • Other duties in line with overall job responsibilities as requested

Other duties as required; this position is funded by research and will be an annual position with opportunity for renewal dependent upon funding.

Supervision Received:

NEWDIGS Executive Director will supervise the FoCUS Project Director

Supervision Exercised:

Project Director will supervise the Project Coordinator and the Health Economics and Finance Research Lead, as well as directly manage the volunteer TAG teams

Qualifications & Skills:

REQUIRED:

  • Minimum of Master’s Degree, PhD preferred in relevant science field, health economics, finance, pharmaceutical administration, or other related fields
  • 7+ years’ experience planning and managing projects involving pharmaceutical products, including commercial strategy, health economics/outcomes, and/or financing.
  • 3+ years’ management experience required, consortium team leadership experience a plus
  • Proven experience in biomedical innovation and/or translational medicine; broad understanding of and interest in the current political and economic landscape related to financing of curative therapies in the United States
  • Subject matter expertise in a minimum of 2 out of 3 TAG fields (gene therapies, oncology, antibiotics)
  • Excellent written and oral communication skills; demonstrated publication history and experience presenting at major industry conferences
  • Experience with large scale data analytics, machine learning, data visualization, statistics desirable
  • Ability to work independently in a multidisciplinary team environment and across multiple projects within fast paced entrepreneurial environment
  • Must be team oriented and able to work with a range of stakeholders, outside of field of expertise
  • Independent, strategic thinker who thrives working in a team;
  • Proven managerial and problem solving capabilities;
  • Strong and compelling communication skills (writing and public speaking);

Job Title: Postdoctoral Associate 
Position Title: FoCUS Postdoc

MIT’s NEW Drug Development ParadIGmS (NEWDIGS) is a “think and do tank” dedicated to re-engineering the biomedical innovation system to be more patient-centered and sustainable.  The new project FoCUS (Financing and Reimbursement of Cures in the US) will assemble teams of stakeholders including industry, payers, investors, patients, and academic researchers to create and pilot innovative financing and reimbursement models for curative medicines in three Target Area Groups (TAGs): gene therapies, durable oncology treatments, and antibiotics.

Position Overview:    

FoCUS Postdoc will conduct rigorous research under the supervision and direction of the Health Economics & Financing Researcher and MIT Faculty participants to design and evaluate models for pilots; will suggest, develop and track impact metrics for each stakeholder; meet delivery deadlines; participate in TAG meetings and Design Labs; assist in pilot implementation and planning; and work as part of a team to rigorously evaluate and broadly disseminate learnings to inform real world implementation and scale up.  The FoCUS Postdoc will utilize training and experience to conduct research on innovative incentive and financing tools; market access, adaptive pricing and reimbursement models; health economics and outcomes research, and health policy. The FoCUS Postdoc will report to the Health Economics & Financing Researcher.

Primary Responsibilities:

  • Working with the Health Economics & Financing Researcher and TAGs, research designs that will appropriately address the needs of the modeling and simulation required to fulfill the TAG objectives
    • Conduct rigorous research on finance pilots ideas to prove/disprove design hypothesis
    • Utilize selected research modeling and simulation tools to produce the quantitative and qualitative analysis of a proposed pilot design at the direction of the Research Scientist
    • Conduct approved modeling and simulation plan
    • Execute the research plan to achieve the project’s strategic goals
    • Assist the TAG team in pilot implementation and planning, as requested
    • Provide detailed analysis of output from modeling and simulation exercises to inform implementation and scale up
  • Assist in the preparation and presentation of research details through oral presentations to small, medium and large audiences on an ad hoc basis, at major national and international industry conferences, to both technical and nontechnical audiences, and at NEWDIGS Design Labs as necessary
    • Participate in TAG meetings on request and attend all Design Labs
  • Assist in the generation of project documentation related to all aspects of pilot research plan
    • Work on research publications from research findings
  • Other duties as requested

Qualifications:

  • PhD (graduated by June 2017) in finance, health economics, pharmaceutical administration and marketing/pricing, biostatistics or other related fields
  • Proven experience executing research projects involving modeling and simulation (e.g. systems dynamics and agent based models of health care)
  • Excellent written and oral communication skills; demonstrated publication history and experience presenting research
  • Experience with basic office applications, statistics, and statistical programs (e.g., R, SPSS, Stata, or SAS)
  • Experience with large scale data analytics, machine learning, and data visualization desirable
  • Ability to work independently in a multidisciplinary team environment and across multiple projects within fast paced entrepreneurial environment

About FoCUS
Medical research is making significant advances toward treatments that cure major diseases, but these treatments will often entail very high up-front costs.  This initiative targets the need for new innovative financing and reimbursement models for curative medicines in the US that ensure (1) patient access for needed treatments; (2) affordability for public and private payers; and (3) the sustainability of innovation by manufacturers.  FoCUS activities center on the design, rapid cycle prototyping, and piloting of financing and reimbursement models for curative therapies in the US, with launch of the first pilot targeted for 2017.  All pilots will be rigorously evaluated, and learnings will be disseminated broadly to inform implementation and scale up.  Initial priorities for action are: curative gene therapies, durable oncology treatments, and antibiotics.
